CANBERRA, Jan 1 AAP - Even today, veteran politicians, commentators and many othersmarvel at the industry with which Gough Whitlam set about making up for 23 years in thepolitical wilderness.
Elected prime minister on December 2, 1972, Whitlam began implementing his programfrom December 5 even before all the votes were counted.
He certainly didn't wait for a cabinet to be sworn in.
Rather, he and deputy prime minister Lance Barnard formed their government's firstministry with Whitlam taking 13 ministerial portfolios and Barnard 15.
